I was under the impression that the Microsoft's Xbox 360 development tools requires you to use C#. I don't know if there's any (affordable) way to use C++ instead, and it's extremely unlikely that the ScummVM developers will switch from C++ to C#.
Someone else did start a project to port ScummVM to C# himself. The idea of maintaining a secondary implementation of ScummVM seems a bit naive to me, but if he thinks he can do it then good luck to him. As far as I can tell, there hasn't been any activity in that project for the past ten months, though. Perhaps his XNA Creators Club subscription ran out?
